Panama permanent residency through the Qualified Investor program

How it works

You make a qualifying investment in one of three forms:

  • Real estate — minimum $300,000 (rising to $500,000 as of October 2026).
  • A fixed-term bank deposit, or
  • An investment in the stock market.

In exchange, you receive permanent residency directly — without first going through temporary residency.

What permanent residency gives you

A Panamanian ID card (cédula), unrestricted entry and exit, the ability to apply for an indefinite work permit, and — after five years — access to naturalization and Panamanian citizenship. Panama’s territorial tax regime means only income generated inside the country is taxed.
